Long vs short ads isn’t official Facebook terminology, it’s really just leaving the main headline text longer or keeping it short and guaranteeing it will all show without the user having to click to read more.

There is really no max character count, however, we and Facebook recommend shorter (125 characters) because it’s better on mobile.
